NEW DELHI: Britain has put a roadblock on India’s efforts to get Jaish-e-Mohammad founder Maulana Masood Azhar on the UNSC terror list. India’s request to put the JeM chief along with Lashar-e-Taiba intelligence chief Azam Cheema, who is an accused in the Mumbai train blasts, on the list has hit a hurdle after Britain asked for a confirmation of the evidence provided by India. China has also raised similar objections, but it is the British doublespeak that has angered India more and is being seen as an attempt by Britain to play both sides.

China, sources point out, has been consistent in its position of trying to block such bids. It was China’s opposition that had kept the Jamaat-ud-Dawa and its chief Hafiz Mohammad Sayeed off the UNSC terror list for a long time. After the Mumbai terror attacks, even China could not block India’s renewed bid to proscribe the JuD as a Let front.

After getting the JuD proscribed in December, India had then move to put Maulana Azhar, who was released by India in exchange for hostages of the hijacked IC-814 flight, on the UNSC terror list. Since the Jaish e Mohammad and LeT are already proscribed by the UNSC, New Delhi had hoped that complications would not arise in getting the two on the list even though it anticipated opposition from known quarters.

However, it was certainly not anticipating Britain to seek more evidence. The British move is being seen as unpalatable considering that the UK has also been the target of a series of terror attacks.

The British themselves have tried to justify their move by saying that they want to ensure that India has a foolproof case against Masood Azhar and Cheema. But this explanation has failed to find any takers in New Delhi which is confident of the case it has against Masood Azhar, who is accused of masterminding the Parliament attacks, and Cheema, who is wanted for the Mumbai train blasts.

This episode has once again revived memories of Mr Miliband’s disastrous visit to India in January this year. Mr Miliband managed to kick up a diplomatic storm after he linked the resolution of the Kashmir issue to the Mumbai terror attacks. He was further accused of being arrogant during bilateral talks.

In spite of the road block, India will continue with efforts to get the two on the UNSC list of terrorists and terror organisations, which was set up through the “Al Qaeda and Taliban Sanctions” resolution (1267). Individuals and groups on this list are subjected to a travel ban, freezing of accounts and a travel ban.

India is keen to get the JeM chief on the UNSC list even though Pakistan has continued to express ignorance about his whereabouts. This is seen as one of the ways to put pressure on Pakistan. After the JuD was proscribed, Pakistan was forced to arrest Sayeed and take some preliminary action against the JuD, which had for long been operating as a charity organisation.

Swine Flu / Swine Influenza – An Epidemic

swine-flu1

The bloody swine influenza A (H1N1) virus that has infected humans in the U.S. and Mexico is a novel influenza A virus that has not previously been identified in North America. This swine flu virus is resistant to the antiviral medications amantadine (Symmetrel) and rimantadine (Flumadine), but is sensitive to oseltamivir (Tamiflu) and zanamivir (Relenza). Investigations of these cases suggest that on-going human-to-human swine influenza A (H1N1) virus is occurring.

Symptoms of Swine Flu?

swine-flu-symptoms

Although uncomplicated influenza-like illness (fever, cough or sore throat) has been reported in many cases, mild respiratory illness (nasal congestion,  rhinorrhea) without fever and occasional severe disease also has been reported.

Other symptoms include vomiting, diarrhea, myalgia, headache, chills, fatigue, and dyspnea.

Conjunctivitis is rare, but has been reported. Severe disease (pneumonia, respiratory failure) and fatal outcomes have been reported with swine influenza A virus infection.

The potential for exacerbation of underlying chronic medical conditions or invasive bacterial infection with swine influenza A virus infection should be considered.

Infectious Period

Persons with swine influenza A (H1N1) virus infection should be considered potentially contagious for up to 7 days following illness onset. Persons who continue to be ill longer than 7 days after illness onset should be considered potentially contagious until symptoms have resolved. Children, especially younger children, might potentially be contagious for longer periods. The duration of infectiousness might vary by swine influenza A (H1N1) virus strain. Non-hospitalized ill persons who are a confirmed or suspected case of swine influenza A (H1N1) virus infection are recommended to stay at home (voluntary isolation) for at least the first 7 days after illness onset except to seek medical care.
Interm Recommendations

For clinical care or collection of respiratory specimens from a symptomatic individual (acute respiratory symptoms with or without fever) who is a confirmed case, or a suspected case (ill close contact of a confirmed case) of swine influenza A (H1N1) virus infection:

Case definitions

A confirmed case of swine influenza A (H1N1) virus infection is defined as a person with an acute respiratory illness with laboratory confirmed swine influenza A (H1N1) virus infection at CDC by one or more of the following tests:

* real-time RT-PCR

* viral culture

* four-fold rise in swine influenza A (H1N1) virus-specific neutralizing antibodies

A suspected case of swine influenza A (H1N1) virus infection is defined as a person with acute febrile respiratory illness with onset within 7 days of close contact with a person who is a confirmed case of swine influenza A (H1N1) virus infection.

Close contact is defined as: within about 6 feet of an ill person who is a confirmed or suspected case of swine influenza A (H1N1) virus infection.

* Close contact is defined as: within about 6 feet of an ill person who is a confirmed case of swine influenza A virus infection

Acute respiratory illness is defined as recent onset of at least two of the following: rhinorrhea or nasal congestion, sore throat, cough (with or without fever or feverishness)

Treatment

swine-flu-treatment

Antiviral treatment of a confirmed case of swine influenza A (H1N1) virus infection, either oseltamivir (Tamiflu) orzanamivir (Relenza) may be administered. Recommended duration of treatment is five days. These same antivirals should be considered for treatment of cases that test positive for influenza A but test negative for seasonal influenza viruses H3 and H1 by PCR.

How serious is swine flu infection?
Like seasonal flu, swine flu in humans can vary in severity from mild to severe. Between 2005 until January 2009, 12 human cases of swine flu were detected in the U.S. with no deaths occurring. However, swine flu infection can be serious. In September 1988, a previously healthy 32-year-old pregnant woman in Wisconsin was hospitalized for pneumonia after being infected with swine flu and died 8 days later. A swine flu outbreak in Fort Dix, New Jersey occurred in 1976 that caused more than 200 cases with serious illness in several people and one death.

Can I get swine influenza from eating or preparing pork?
No. Swine influenza viruses are not spread by food. You cannot get swine influenza from eating pork or pork products. Eating properly handled and cooked pork products is safe.

What is the best way to keep from spreading the virus through coughing or sneezing?

If you are sick, limit your contact with other people as much as possible. Do not go to work or school if ill. Cover your mouth and nose with a tissue when coughing or sneezing. It may prevent those around you from getting sick. Put your used tissue in the waste basket. Cover your cough or sneeze if you do not have a tissue. Then, clean your hands, and do so every time you cough or sneeze.

What is the best technique for washing my hands to avoid getting the flu?
Washing your hands often will help protect you from germs. Wash with soap and water. or clean with alcohol-based hand cleaner. we recommend that when you wash your hands — with soap and warm water — that you wash for 15 to 20 seconds. When soap and water are not available, alcohol-based disposable hand wipes or gel sanitizers may be used. You can find them in most supermarkets and drugstores. If using gel, rub your hands until the gel is dry. The gel doesn’t need water to work; the alcohol in it kills the germs on your hands.

Internationally acclaimed filmmaker Shekhar Kapur has criticised the British tabloid that conducted a sting on Slumdog Millionaire child star Rubina Ali’s father Rafiq Qureshi.

Kapur, who directed a soft drinks advertisement with the nine-year-old and Hollywood actress Nicole Kidman recently in Udaipur in Rajasthan, has slammed the media organisation for the report and suggested that the “British tabloid needs to be condemned for the sting operation”.

“I just worked with Rubina, the little girl from Slumdog Millionaire and what a joy she was to work with… I had been reading about what was going on with her father’s alleged attempts to ‘sell’ her. I was aghast though at the sting operation done by that British tabloid, which, instead of being condemned worldwide, is being heralded as a great piece of journalism,” Kapur posted on his blog on Tuesday.

“…What was the tabloid trying to do? Trying to push a father to name a price for his daughter’s adoption?…How dare they judge and manipulate other people and their moral predicaments from their comfortable colonial point of view. I would rather have them arrested for obscene suggestions and offers than the father for coming to the negotiating table,” he added.

The online edition of the tabloid newsoftheworld.co.uk had reported that in a bid to escape slum life, Qureshi put Rubina up for adoption, demanding £200,000 from the organisation’s undercover reporters posing as a wealthy family from Dubai.

International IT provider Atos Origin has won a new contract with the UK Gambling Commission to implement systems that support the Commission’s licensing and compliance work for arcades, betting shops, bingo halls, casinos, gaming machine suppliers and lotteries, as well as British-based gambling websites.

The company will implement Siebel 8.0 to provide the Commission with a single, up-to-date view of each operator for both office-based and mobile staff, it announced this week.

This new CRM platform will provide Commission staff with the necessary regulatory information and intelligence at the right time and in the right place, says Bill Butler, Director of Corporate Services at the Commission.

“Following a competitive process, we selected Atos Origin because it demonstrated that it understands our needs and has the capability and experience to deliver,” he said.

Anne Ware, vice president for Public Sector operations at Atos Origin, commented: “Having the correct information to hand at the right time is essential for all organizations. For the Gambling Commission, this new solution will help them to keep gambling fair and safe for all by making it easier to ensure that operators are fulfilling their requirements.”

The Gambling Commission is the independent regulator of all commercial gambling in Great Britain. It is an independent, non-departmental public sector body sponsored by the Department for Culture, Media and Sport (DCMS). Atos Origin has a long-standing relationship with DCMS, the UK Government Department responsible for amongst other things, Government policy on the arts, sport, the National Lottery and the 2012 Olympic Games & Paralympic Games. Advertising is the life of almost every trade and is the key component in any business operation. When legislation was passed last September to allow companies to advertise their product on television the thought was that the online community would feel the effects.

Study done by the Gambling Commission in the UK has found that the advertising has had little, if no, impact for online gambling. The same amount of people are playing now as there was before the new laws.

The Commission claims that only 8.8 percent of people in the UK that were studied have participated in any form of online gambling. That figure is the same as it was in 2007, showing no change from the television ads.

The majority of people that were doing the online gambling were men between the ages of 18-44. There was an increase, however, from last year in the number of women who admitted to taking part in the online gaming.

Computers and hand held devices were the most popular among the gamblers, with 6.8 percent of the people admitting to using these devices while gambling. Mobile telephones were next with 2.3 percent using the phones to gamble online.
